After stonewalling a civil rights investigation for 10 months, the Finkbeiner Administration has decided to have Toledoans pay $360 an hour for outside legal counsel as the discrimination case heads to federal court.
A fee contract provided by the city’s law department to The Journal, at the newspaper’s demand, shows attorney Fritz Byers will be paid $225 and that attorney Samuel Z. Kaplan will get $135 for every hour they work on defending Mayor Carty Finkbeiner in the discrimination case brought by three African American former employees.

and truly if the 3/4% income tax is voted down today - I completely blame this kind of crap.
People do not want to spend their money to defend someone who should know better than to do these things in the first place. It's just too much to ask of us.
