...an e-mail from Police Chief Mike Navarre dated Feb. 5 was sent to notify him of the Grand Rapids, Mich.-based Marines' exercise, but was not received by his mobile communication device until late Feb. 7.
Reinbolt said he did not notify Finkbeiner about the e-mail because he assumed the mayor approved the scheduled training session and was aware of it.
Looks like we know exactly where the communication breakdown occurred.

...if this has done as much harm as a lot of citizens on the Internet seem to believe. I tend to prefer the devil I have to what will take his/her place. I wonder who will take Carty's place after the next election (or sooner if another recall is successful)? If a Democratic President is elected,and he/she energizes the citizenry to be confident in the economy again then a lot of this will go away. Otherwise, the airwaves will get a lot nastier before the campaign for mayor.

Yep - the writing's on the wall, he's being groomed for the position. They've even got his campaign slogan planned out already: "Toledo Ohio - Union Owned and Operated Since 1837"
Who would you prefer to Finkbeiner ? The way I see it, it's nowhere but up from here.
It Coucil does what it's done twice in 6 months, if it looks like Fink is out, they will simply vote in a new Council Prez. before the date of takeover.
And without Carty putting on pressure and so on, it's anyone's game.
I think they will play by the book on this one... Without looking at the Charter, I recall that a proposed change had to be 'for just cause', that is, the current president had done something that affected his ability to discharge his duties as president.
