Toledo city Council chief, mayor have history of enmity

Where A-team Democrats and Mr. Finkbeiner are most likely to clash is the budget. The five A-teamers refused to support the 2007 budget, based on their opposition to the new $5.50 monthly trash fee.

This year's budget clash spawned a charter amendment that will be placed on the ballot in November. The amendment, derided as politically motivated and unnecessary by the pro-Finkbeiner side, would require that the proposed budget the mayor submits to council each Nov. 15 be completely balanced.

This year's budget process could be different, even if the makeup of council leadership had not changed. The mayor and his staff are planning to hire a professional research firm to survey Toledo residents to fine-tune the budget and identify areas of city spending that citizens would willingly give up.

The Mayor wants to hire an outside source to poll us to see what we want to cut. What is his staff doing then, when the need for an outside source is talked about. And dare we ask how much this firm's services will cost us to ask us how what we want to give up.

...from my discussions with Brian Schwartz on the issue of performance based budgeting, the 'poll' was only to be the beginning of the process of identifying the interests of the community in terms of budget priorities.

and said poll was supposed to take place in the 'summer'...so we only have a few days until Fall begins...
