The BP refinery in Toledo, Ohio, is also not a large customer for Canadian crude now. The 160,000-barrels-a-day plant is slowly ramping up after an extensive maintenance turnaround begun in mid-September. The refinery, which normally takes 40% to 50% of its crude supply from Canada, is seen returning to full operation in December.
