This is all just the standard money grab, isn't it? Anti-smoking was the excuse to grab all those billions from the tobacco companies. Now that they've had those billions for a while (that is, the states that didn't immediately SELL OFF their share for dimes on the dollar, to get money NOW), they are dropping the facade of concern for health.
Watch Ohio open some casinos with that money.
