PRESCOTT, Ariz. - The rejection from Air Midwest came swiftly on a one-page fax. The carrier couldn't afford to fly to the mountain community of Prescott anymore, officials said. The city would simply have to find a new tenant for its tiny airport.

The increasingly controversial proposed Toledo law to require owners of vacant buildings to register and pay a fee was vehemently denounced yesterday by a number of opponents and applauded by others during a lengthy City Council committee hearing.

If approved, the fee starts at $100 for residential buildings and increases the longer a property is vacant.

S.D. county approves rezoning for new oil refinery

ELK POINT, S.D. (AP) — Voters in this mostly agricultural corner of the Midwest have approved a proposal to build the first new U.S. oil refinery in more than 30 years.

Union County residents voted 58 percent to 42 percent Tuesday to endorse the rezoning of almost 3,300 acres of pristine farm land north of Elk Point for the oil refinery.

Final drawings for the arena under construction in downtown, to be unveiled today by the Lucas County commissioners, show a green side - literally.

The designs include not only environmentally friendly construction with efficient heating and cooling systems, but also a lobby packed with trees and bushes as well as an ivy-covered glass "Green Wall" greeting visitors at its south entrance.
