Election power in Ohio is centralized in some respects and entirely disorganized in others. Another co-author, Edward B. Foley, notes that 10 percent of provisional ballots from Toledo-area residents were rejected because of voter registration problems. In the Columbus region, 3 percent were thrown out.

I like the discussion about Minnesota being the highest state for voter turnout. THey take pride in their civic responsibilities.
I also like the idea of EDR "Election Day Registration"'s for first time voters.
