Marcy a back-bencher?

Today's Blade editorial. I believe one of the posters here asked the same question a month or so ago.

LAST fall, when we endorsed Marcy Kaptur for re-election, something we have done in 11 of her 13 campaigns, we noted that one reason to send her back to Washington for another term was the prospect that a Democratic takeover of Congress would make her one of the most powerful legislators on Capitol Hill.

We figured, and at the time it appeared she did, too, that a Democratic majority would finally bring the committee or subcommittee chairmanship which had eluded her for so long while the other guys - the Republicans - were in charge.

Well, the Democrats pulled it off, but a funny thing happened on the way to Ms. Kaptur's chairmanship: She turned it down. The 24-year congressional veteran reasoned that service on the House Defense Appropriations Committee - as a member, not as chairman - was more important to her and her district than the chairmanship of the agricultural appropriations subcommittee.

It's clear that Marcy Kaptur has never been comfortable with the rules of engagement on Capitol Hill.

The path to a chairmanship comes with a few roadblocks along the way, and seniority is not the only factor party leaders consider when handing out the spoils of victory. Both parties look to their veterans to lead the way in pursuit of the five-letter word that fuels the congressional engine: money.
