Kaptur clause helps to restore funds to St. V's

The shift would add $6 million to the near-downtown Toledo hospital's operating revenues, restoring funds lost after Medicare reforms went into effect in October, 2006. ProMedica Health System's Bixby Medical Center in Adrian also will be defined as being in metropolitan Ann Arbor.
"Is this a fair expenditure of our tax dollars?" Miss Kaptur said. "Absolutely, yes. We just can't favor the coastal communities. We have to fight for the Midwest."
