Does Carty think he did those who were fined a favor? If this was implemented in the colder months it probably wouldn't have been as much of a problem. During one of the hottest months of the year Carty cancels garbage pickup and then fines individuals. How many other ways is Carty going to try to squeeze every drop of money he can get out of the citizens. For the citizens' sake, I'm glad he backed-off. Again, this is another example why Carty has to go. His judgment is flawed and he doesn't need to be in a leadership position. Recall Carty now!
It is refreshing to see the administration recognize the failure in the scheduling.

Now, can we expect better communication from the administration about any future plans?

This is his response to critics on several subjects. It's his useless way of trying to sooth angry people. It's a little late for that. I'm happy for the residents affected, this is a win for them. For the rest of us..it's OBC trying to save what little face they have left.
