Is it a coincidence that several days after Bernard Pete Culp defends the Mayor that Dreamplex gets a bail-out package from a mysterious source?

I didn't make the connection when I heard Reverend Culp announce that his church was getting a loan. I remember him saying that the national church was helping and I thought that was where the loan was coming from.
why would it be mysterious as to where the funds came from?
After looking at the situation a little closer I agree with Joe Glotz. It does look somewhat suspicious.
"The mayor brought some representatives of the Hispanic and black communities to the news conference to show a united front. Most of them were his appointees.
One of the black leaders, Bernard “Pete” Culp, a member of the Toledo Plan Commission appointed by the mayor, defended the mayor and criticized Mr. Rose, while also criticizing the Lucas County Democratic Party.
“It’s not Carty’s fault that [black Councilman] Wilma Brown and Michael Ashford are not president of City Council. It’s the party’s fault,” Mr. Culp said."
Appointed by the Mayor, supports the Mayor and speaks highly of the Mayor.
The Mayor is looking for support from supporters.
At least this time he did not look to a radio person from Florida
