In addition to ordering three layoffs and shuffling seven employees into new positions yesterday, the Finkbeiner administration said it wants to use unspent 2008 capital improvement money to help balance the potential $7 million sinkhole in Toledo's general operating budget.
Mr. Reinbolt said he expects more layoffs in addition to the three he ordered yesterday. The people who lost their jobs were in the youth commission, information technology, and utilities.
He said the mayor wants to avoid cuts to the police and fire forces that could drive up overtime costs.
The only other person in the youth commission office, Megan Robson, was transferred full time to economic development - leaving that department unstaffed.
Among those whose jobs were eliminated and were moved into other positions was Elizabeth Phillips, the mayor's spokesman. She is now a manager in the public utilities department. Jason Webber will take her job as the mayor's spokesman.

Elizabeth Phillips didn't last very long as PIO....... How is she qualified to manage her new department.? Anyone no her back ground ?
Since the CIP work was not done. Will next years CIP budget be larger ? When will that work be done ? When required to submit a balanced budget for next year will Carty beef up the 2009 CIP numbers when he needs to dip into it again. Time will tell. What is certain is that when they said last spring.... We cut to the bone.... they lied. Otherwise all the current cost cutting measures would not be available. So as our economy contines to falter and there are no more cell phones to confiscate. How will the 2009 budget deficeit be plugged. Will they then step on the third rail and cut into the saftey force numbers? Will this hardship effect Carty's decision to run for re-election ?
