From the blurb in question: Sprawling, car-dependent metropolitan areas with low-cost electricity emit more carbon dioxide per capita than densely populated cities with extensive mass transit systems where electricity is more expensive, according to a report from the Brookings Institution, a liberal think tank.
So Blunt, SD with a population of 127 is somehow a larger contributor to the global warming emergency than, say, downtown Los Angeles, California where air pollution is a figment of everyone's imagination. These moonbats need a rolled up newspaper applied to their pointy heads.
Did you ever go to school? If 127 people emit 3,000 "units" and 1 million people emit 20 million "units"----then the smaller city emits more "per capita". Yet the larger city would certainly be a "larger contributor".
Spin, Pink Slip. Per capita isn't total emissions, but unless you read carefully you'll miss the non-emphasis.

· Thermal variations in DHMO are a suspected contributor to the El Nino weather effect.
