Talk about rubbing salt into the wounds of rising prices:
David Welch, Toledo's commissioner of roads, bridges and harbors, said last year's supplier, Cargill Salt -- which mines salt beneath Lake Erie -- has offered to sell the city only 15,000 tons at $37.75 a ton. Welch said Toledo had to turn to the second-highest bidder, Morton Salt, to buy another 20 tons at $65.69 a ton.
Last winter, Toledo paid $22.73 a ton. The city uses up to 50,000 tons each winter.
"I'm hoping for a mild winter," Welch said.
