Toledo Mayor Carty Finkbeiner yesterday announced plans to shut down all nonessential government business for three days before the end of the year to help address the city's projected $10 million general operating fund deficit.
Mr. Finkbeiner said the move would save the city $1 million over all its funds - $300,000 of which would apply to the general fund.
The shutdown plan would be implemented in addition to mandatory two-day furloughs of nonunion employees, the mayor's staff said.
Councilman D. Michael Collins punched holes in Mr. Finkbeiner's three-day shutdown solution.
"Will grievances and unemployment be filed so we end up paying them anyway?" he asked.
"Also, people are not going to stop accumulating trash because the city government shuts down, so are we just going to end up paying more in overtime costs later on?" Mr. Collins wondered.
Theresa M. Gabriel, the mayor's assistant chief of staff, surprised council's finance committee with news of the mayor's plan at the end of a three-hour meeting that was supposed to be used to discuss what unspent capital improvement projects would be cut so that money could be applied to the budget deficit.

It didn't take Dana ,long to expand in Perrysburg.With tremendous savings in 1( income taxes,2) realestate taxes,3)inventory taxes,4)payroll taxes,5)insurance costs,etc.Dana has MONEY to EXPAND!! Great news indeed.Dana,just got the word that hundreds of other companies have known every since Champion Spark Plug split...making a profit in Toledo ,is as tough as getting wise advise from socialists at the Toledo Blade.Even they,cannot make a profit in Toledo.How stupid are they?! Lets think about running the city like we all have to think about running our households (those of us with brains, that is - not the ones who cover financial shortfalls by increasing their credit card debt...)
If you're short of funding at home, is the answer redily to make more money? I dont have that option, at least not quickly, so if Im in that situation, my only option is to cut back my spending. - there are times when my financial output is limited to mortgage, insurance, utilities, and groceries...
I think the people who are elected to steward my tax dollars should act similarly...
And that being the case, Im bringing that attitude to the election booth in re the issues.
I refuse to repair a leaky bucket the Toledo way - ie, to simply add water.
They have money falling out their assholes. After all, Navarre and Grossman can plan a police raid on a local business and ticket smokers.

Grossman is a County Commissioner, not a City of Toledo official.
The fines would go to the county.

Toledo Mayor Carty Finkbeiner yesterday warned of bold steps necessary to slash next year's general operating fund budget, a day after announcing a controversial three-day governmental shutdown to help reduce a potential $10 million deficit for 2008.
"This critical period demands bold measures," Mr. Finkbeiner said.
"We must and we will balance our budget, and we will protect our citizens," he said. "Every single city department will contribute in the savings plan."
The mayor listed seven measures to help cut Toledo's 2009 budget, but he offered few specifics during a news conference at the Main Toledo-Lucas County Public Library, 325 North Michigan St.
Councilman D. Michael Collins, who attended the mayor's news conference, said the announcement lacked substance.
"It was an exercise where no information was shared," he said. "They gathered all of us together today to tell us nothing. …We know they are going to be dealing with issues on collective bargaining."

Dunno about grievances since I've never been in a union but I'm pretty sure you have to be off work more then a day or three before you can file for unemployment benefits.
They could likely save a little money if some of the talking heads and other management types took some time off but I'm guessing that they aren't hourly workers so it wouldn't really save much. It'll likely be hourly worker sweeping the floor or mowing the grass that will get cut.
