I'm gonna go lowbrow for a minute: Stainbrook sounds like a total douchbag. Fred asked Jon direct question about his involvement in this matter and Jon's personal responsibility as the leader of the Republican party. All Stainbrook could say is 'its was someone else's fault.' No Jon, its not someone's else fault, its your responsibility. Stand up and say you made a mistake and then step down from your leadership role.
As to the ties to Pittsburgh: There are too many close affiliations for me to feel comfortable. If it walks like a duck and talks like a duck, it must be a turkey that lives 4 hours away.
Do we have ANY leader in Toledo who has the spine to own up to his mistakes?
Do we have ANY leader who is man enough to say 'the buck stops here' and take the burden on his shoulders??
Fred, wasnt it just in the last two weeks you had Frank Szolossi on and you asked him why the democrats (of whom have had the controlling majority in both council and the mayoral office for decades) let something happen, and the first thing out of his mouth was "it was the Republicans fault?" When in truth, the republican minority could have voted yes, no, or indifferent and it wouldnt have changed a thing?
DAMN it!!! - I cant tell you how many screw ups Ive shouldered at work that were actually someone else's fault. And what happened? if the issue got escalated and somebody needed to drill into things and find out what really happned, I STILL came out looking good for manning up and taking it!
Fuggin pantiwastes, every one of em. I guess we should expect it - if they had any gravel in their craw, they'd be in the real world anyway.

Billy, you correctly identify two problems: excessive partisanship and buck-passing.
I have also found in life that there are many benefits to accepting responsibility, even if you are not necessarily the fully culpable party:
1. You come across as a trustworthy person.
2. The people whose hides you could have sacrificed by passing the buck are thankful and owe you big time, which can be a chip to cash in later.
3. The potential for fallout from the original snafu subsides, especially when you simultaneously discuss how you will prevent the problem from recurring.
4. You feel better, because you stood up and addressed a problem that could have been set aside to fester longer and gotten worse.
5. The bored vultures then leave and find another body to circle around.
Some folks take a long time to learn this lesson.
