I have a question for the good folks on this blog: Why was an out-of-state contractor (Posen Construction of Shelby Township, MI) chosen for this "reconstruction"?

They were probably the lowest bidder. Since it is a state project, there probably no local requirement.
I am going to be affected by this, so I am hoping they work fast :)
Probably the same reason they go outside the city for supplies that the Andersons could easily supply -
Andersons' employee mix has too much salt and not enough peppa for the city...
So our tax money once again is spent outside the city.
