Would this mean the building goes from one that's privately funded to one that's funded by the taxpayer?

How can someone like a county commissioner, a univerisity president, a mayor, or a an editorial board at a newspaper make plans for property that they do not own or do not have the authority to make these decisions for others?

This United Way issue is relatively new, but havent they been doing just what you're asking with Southwyck for years now?
