... the WiFi proposal, since it was clearly indicating financial and political friction where none should be. Any company with $10 million can just get the permits and then build-out the network in the city. As far as equipment deployment goes, this is the very definition of easy work.

Of course, we'd have the Steam Plant worked out into condos and apartments by now, if it weren't for the same process of econo-political friction. On top of that, I strongly suspect that all of these projects are underfunded in the first place. If the Steam Plant developers really had all the money they claimed that they had, they'd have built out the project by now. I believe that the same thing is applying to this WiFi project, so I'm going to continue shouting "BULLSHIT" until I see the developer actually spending his own money.

If there's one thing in Toledo that is constantly wrong, it's project development. So-called private businesses are constantly trying to get the publicly treasury to cover increasing fractions of their so-called private projects. For a much-known example, what's stopping a group of investors from buying up land in Toledo and building out an Arena? The funding profile shows significant amounts of public money (i.e. corporate welfare), yet STILL the Arena is not being built. Do they expect the public to cover all the costs? I believe that the evidence of no construction says the answer to that question is YES.
