When it comes to the 3/4% tax:
If it's defeated, Carty and Council all say they'll cut police, fire and road repair to punish us.
Here's my question - when it comes to dispersion of tax generated income, is there any rule/law/guideline/whatever that says that items that are stated in the city charter are to be provided for FIRST, BEFORE items that are NOT part of the charter if it becomes a 'one or the other' situation?
For example, Is it legal to be cutting police service while going ahead with funding the Boyer in the case of monetary shortfalls?
I mean, we know the moral ethics of the decision, but is there anything already in writing that addresses monetary shortfalls?
And if not, what would it take to add such a thing to the charter?
I'd like to see something for the schools too.
Also would like to see a limit put on the number of times an issue can be put on the ballot. You know when the 3/4% fails it'll be on again in Aug and Nov and again and again till it passes.

Yes, I agree. If a issue is voted down it sould have to be a year or 2 before it can come up again. And ALL Voting should be in Nov. ONLY !

(c) Allocation of Three-Quarters Percent (3/4%) Tax Increase. Commencing January 1, 2005, one-third of the increase in funds resulting from the continuation (by Ordinance No. 546-04 which was approved by the City's electorate on November 2, 2004), of the prior increase of three-quarters percent (3/4%) in the City's income tax, as originally provided in Ordinance No. 157-82, passed by the Council of the City of Toledo on March 16, 1982, and approved by the City's electorate on June 8, 1982, shall remain in the General Fund for police, fire and other Safety Department responsibilities, one-half (1/2) of said increase shall remain in the General Fund, and one-sixth (1/6) of the said increase shall be allocated to the Capital Improvements Fund.
(d) General Fund. The balance of funds remaining in the General Fund shall be available for appropriation, as deemed necessary by the Council of the City of Toledo, for the following purposes: general municipal operations, including but not limitedto, municipal services, maintenance, and acquisition of equipment and/or appropriation to the Capital Improvements Fund for the purposes specified in subparagraph (e) hereof. Provided, however, funds shall be appropriated for police and fire uniform personnel in an amount equal to the 1981 personnel appropriations, plus additional funds equal to one-third (1/3) of the increase resulting from the three-quarters percent (3/4%) increase in the payroll income tax, shall be used for police, fire and other Safety Department responsibilities.
