Why isn't Stansley in jail? (Answer: Because he's politically connected.)

UT President Lloyd Jacobs said of Stansley--when Stansley was making $1,200-a-day running UT's economic development program--“He is energetic, interested, committed, hard-working, smart, so with all of that, he seems to me to be the right person. He has great business sense [and is] an entrepreneur himself. What he earns for this work in my mind is pretty much middle of the road for that type of executive.”

And Jacobs still has a job AND helped Stansley shelter his UT income from being garnished by the State. Talk about a tangled web.

they're simply adjusting a cash-flow problem. When common folks owe a fraction of that amount, they are charged with crimes like tax evasion, and/or tax fraud, etc.
All other things being equal:
Common folks go to jail.
Rich folks dine at the Toledo Club.
