toledo city council gives $20,000 of our money to the african american legacy project--something's fishy

When I heard that the Toledo City Council voted to give $20,000 of taxpayer dollars to the African American Legacy Project of Northwest Ohio, I had two initial thoughts: 1) Who? and 2) what a misuse of public dollars.

So, I did a little research into the African American Legacy Project of Northwest of Ohio. It's EIN is 30-0281674. That number assists in locating such information as IRS forms. Interestingly, information was difficult to find on this organization, which is unusual for non-profits. I did discover it was founded in 2005.

I also located a IRS 990 form for 2006 and 2009. I've provided the links at the end of this article, but I'm not certain the links will be available to people who do not have a Guidestar.org account (this website provides information on charitable organizations). Please give it a try.

What was interesting is that in 2006 the organization's total contributions were $24,476 and only $7,467 in 2009. That makes a $20,000 contribution from City Council look even more suspicious. And it gets better.

On the form's list of "Officers, Directors, Trustees, and Key Employees" (none of whom, according to the form, received compensation), I found two familiar names--Dr. Cecelia Adams and Norman Bell, Sr. Isn't that interesting? Geez--I bet it's only a coincidence that a TPS board member and the mayor's father are key individuals in the African American Legacy Project.

What's worse--the deception of the City Council members (with the exception of Tom Waniewski who voted against the donation) or the cronyism involved in giving taxpayers' dollars to a such a politically connected organization?

I also found that the African American Legacy Project was on a 2011 "Exempt Organizations At-Risk of Revocation" list (indicating it was in jeopardy of having its tax deductible donation status revoked), but I couldn't find any additional information related to this.

Toledo taxpayers deserve better.

What exactly is this, some sort of museum? Or merely a conduit of some sort, to funnel cash contributions to people who are OWED something?

I've visited the African American Legacy and it is compilation of the history and acheivements of African Americans mostly in Northwest Ohio. It is a fantastic Library and Museum of information about local African American Citizens who over decades have excelled in science, government, sports, education, politics, civil rights, law, and community service and have been positive influences on Northwest Ohio., It is a wonderful experience and if you get a chance go visit the site on Upton Avenue it's worth the trip.

The emptiness and despondency of the Dorr Street corridor make it a better museum for that.

A white friend of mine visited the African American Legacy Project and was treated very poorly. The person running the project raised his voice, slammed his hand down on a table, and slammed the door in his face after asking "what are you doing here"? Dreadful treatment from what is supposed to be an educational experience.

Other boys his age were joining soccer teams, studying for vocabulary tests. In bed by 9 o’clock.

This boy, who was raised by his mother on Toledo’s south end, instead braced for the first punch.

The jump-in lasted 30 minutes. Six boys, about his age, jumped him. Hit him, kicked him. Then two “older homies” — boys about 15 — had their turn. The boy ended up inside a trash can.

“I couldn’t get mad at the situation — I put myself through that. I was sore for, like, three or four days, and after that I was cool,” he said, recalling his initiation to the Manor Boyz.

In order to hear and share this man’s story, The Blade agreed to not use his name or nickname. Identifying him, he said, could put him and his family in danger if anyone believed he’s a snitch.

Although he said that, even at 8 years old, he knew what joining the gang would mean, his initiation was only the beginning: shot at 12; in juvenile lock-up at 13; stabbed at 17; and convicted of a felony at 21.

Now, being 22 years old seems like a miracle."

This should be a HUGE story in Toledo for a variety of reasons:

1. There are numerous local nonprofits who would LOVE to have a piece of the City Council's donations pie. Did the City Council put out a call for proposals?

2. Assuming the answer to #1 is "no"--it indicates the $20,000 given to the African American Legacy group was done on the basis of the connections the organization has to Mayor Bell and other elected officials. At the very least, this is unethical--and at the worst, illegal.

3. It provides evidence that none of the City Council members, who aided and abetted this outrageous use of tax dollars, are worthy of being mayor. It also goes without saying that Bell should step aside.

I just finished speaking with people at the African American Legacy and I told them that the KKK may be having a discussion about them on SB.

I know of many local cahritable organizations that primarily serve African Americans who would have loved to have received even a fraction of what this group got. They would have used the funds for shelter and food for homeless families or daycare for single mothers.

It begs the question, why this group? If it doesn't have something to do with its political connections, then the City Council and mayor need to provide another explanation. Instead, the politicians just thumb their noses at the very people who supplied the money that they gave away.

What person concerned with the ethical/equitable distribution of taxpayer funds would EVER think of dishing out money to a group that his father has been closely associated with?

Fredo, your lack of intelligence is legendary. I quess the only time someone can speak to anyone is during office hours? Maybe that's the only time they will speak to you.

I don't live in Toledo, but if I did, I would contact City Council and ask them to contribute $20,000 to another local charitable African American group (preferably with those words in the organization's title). I'd love to hear their explanation as to why I was turned down. Could they say it was because the organization doesn't have the correct political lineage? Could they say that City Council doesn't make these types of contributions? What could they say?

I'd encourage any of you who live in Toleo to try this.

Us Euro's always want to make choices for African Americans. When African Americans go out and obtain things that will help themselve Mother and Father Euro get paranoid and starts feeling our modern mode of slavery is beiing compromised. Yes, slavery. Take the prison system for instance. The prison system is designed to promote slavery of African Americans. An African American is much more likely to receive a ridiculous sentence for any crime than us Euro's. By keeping African Americans locked up it keeps the African American out of the mainstream and also provides cheap labor for the government and private companies. It also destroys African American families so that it guarantees generations of free slave labor will be available. The Willie Lynch concept is alive and well. We are not comfortable unless we are making the choices and decisions for African Americans. Galt, your post reinforces the concept. You obviously think that the fate of African Americans is in your hands, not theirs.

Let's look at the facts which Zeyad ignores. The African-American Legacy Project is run by local African-Americans. They are/were unable to make the project successful on their own which is clearly proven by the huge drop in donations from 2006-2009. I would love for the local A-A's to make the museum successful on their own because it would send a great messge to the community, but instead they are taking money from the predominantly white council, and predominantly white population.
What Mr. Smith should do is turn down the money and make a plea to the black community especially those who have been successful to raise the $20K and more and to establish an endowment program to fund the museum in the future.
That way the fate of the African-American Legacy Project would be in their hands not the pockets of taxpayers.

It sounds like you think, you, a Euro, has the right to decide how the project obtains funding. Many Euro's support the idea that African Americans have the mentality of little children and, therefore, Euro's should make decisions for them. African Americans who can make their own decisions are labeled as uppity or are trouble makers. I personally think $20,000 is not enough money. Hey, LIBS--is there anywhere we can go to holler discrimination about this? I didn't know there were that many Bavarian-related groups here. One thing I didn't notice was shooting sports among the activities at the Bavarian clubs. My cousin belongs to a sportsmens' club in Bavaria, and they have such programs there. Thanks for the information.
