The city of Toledo today announced plans for a water park for both children and seniors including slides and waterfalls. The only catch is it won't get built unless Issue 5, the park levy passes. I thought 5 was to cover the current costs of maintaining our parks not creating new ones which will only increase the costs. The complete lack of understanding about how badly this will affect taxpayers has convinced me to vote no on every levy this November.

Did this latest project even fall into their 5 year or 10 year Capital Projects plan? You actually need to put together a plan and look at your funding, which you should be able to forecast some what, and budget for this type of project at least 5 years out. That's what makes it a PLAN!
The Plan lets you look at probable costs, available funds and research any available grants for the project. Hinging your plan on a tax hike would mean that you actually planned to raise the taxes to pay for the program 5 years ago. Seems an odd approach to take but hey...you elected these people to run your city.

I can hear it now...Hey what do you want in the CIP budget Mayor, duh idunno lets just think of some neat stuff and throw some fairy dust at it and see if it appears. Good luck with that plan.

And on another point, didn't I hear that they were going to borrow from CIP to fund the operations side? Seems that if you have money to borrow from in the CIP side you have money to fund the water park in the 5 year plan and not need to even think about raising taxes. Just sayin ...the money seems to be there.
