If he's turing off water because people arent paying their extra garbage fee, I also believe it's against code...
Please cite the code to which you are referring. The city charter makes it illegal for residents and renters to not have "adequate running heated and unheated water under pressure" in thier homes. I could find no code either in the city charter or the ORC saying that a municipality could not turn offf water.
