Toledo, OH – We are in the third quarter of 2009 and the city of Toledo is still facing a budget deficit of approximately $8.9 million dollars. The citizens of Toledo are frustrated, as we continue to watch the Mayor and City Council argue back and forth undermining each other instead of making the tough decisions necessary to solve the budget deficit. On Thursday, August 13th at 10 AM in front of One Government Center, City Council candidate Stephen Ward will request that the city of Toledo be audited by an independent auditing firm outside of the city of Toledo.

Ward asserts, “The actions of the Mayor and City Council in regard to solving the current budget deficit is deplorable. It is time to take the necessary steps to not only solve the budget deficit, but to bring transparency, accessibility, and accountability back to government.”

We are in the third quarter of 2009 and the city of Toledo is still facing a budget deficit of approximately $8.9 million dollars. The citizens of Toledo are frustrated, as we continue to watch the Mayor and City Council argue back and forth undermining each other instead of making the tough decisions necessary to solve the budget deficit.

The actions of the Mayor and City Council in regard to solving the current budget deficit is deplorable. It is time to take the necessary steps to not only solve the budget deficit, but to bring transparency, accessibility, and accountability back to government.

The current administration would like to balance the budget by raising taxes. Clearly, this approach is insensitive to the citizens of Toledo. We are in tough and uncertain economic times...businesses are closing, people are losing their jobs, their homes, and are struggling from day to day. To raise taxes now is reprehensible.

Enough is enough! The citizens say NO to the increase of the monthly trash fee. NO to cutting the 100% tax given to Toledo residents who work and pay taxes in another locale. The citizens refuse to stand by the wayside and just take whatever is handed to them. It is time for the administration to wake up and stop being delusional. We are in tough times, but we can get through it if the current administration would use common sense. In order to balance the budget...just stop spending!

The city of Toledo cannot get out of this financial hole, as long as the administration continues to spend money that the city doesn't have.

The first order of business is that the city needs to move to a Zero-based budgeting system. In addition, a full-scale audit needs to be done by an independent auditing firm outside of the city of Toledo. All the financial books, records, accounts need to be searched, line by line...every department, every employee. Where there is wasteful spending, it needs to stop immediately. Departments and positions that are not necessary to government, need to be eliminated. An example, the city spends about $6.3 million dollars in overtime. We are facing a budget deficit, overtime needs to be frozen. Departments such as the print shop need to be closed, the logical thing would be to outsource the printing to private businesses. Sell the Erie Street Market...and the list goes on an on! The city must get there finances in order, and that starts with being transparent.

Government exists to serve the people. The city administration needs to recognize this truth, as the interest of the citizens should be their highest priority. We must work to regenerate our safety and security. Resuscitate our economy, schools, and neighborhoods. We must reclaim Toledo for all people.
