Brian and Maggie will pick up this story later this afternoon on WSPD, and WSPD news will have the full story but here's the part I aired this morning.
March 23rd 2009- Chief Navarre memos Carleton Finkbeiner about what effect layoffs will have on the police force and crime in Toledo. Among other things Navarre warns of a "major impact on the operation of the police department." Navarre anticipates "another 25 retirements" before the end of the year and goes on to say that the loss of 100 people before the end of the year "will have a grave impact". According to the memo Navarre warns the mayor that "response times to all types of calls will increase". He goes on to talk about loss of monies, increase in Court overtime, and a further reduction of detectives.
March 23 2009, later in the day- Mayor Finkbeiner in a confidential memo tells Navarre that "you advised me to lay off 75 officers, and to apply for Economic Stimulus money for 150 officers." The mayor then orders Navarre to "rewrite this memo without making it sound like the roof is falling in, after I acted upon your recommendations".
March 24 2009- Navarre stiffens his back and tells the mayor that Finkbeiners statement about Navarre advising him to lay off 75 officers is "not accurate". In layman's terms A LIE. Navarre goes on to explain that he was not invited to a budget meeting on the 13th of March, but did have a scheduled meeting with Finkbeiner for later that morning. At that meeting, which started late, Navarre is "assured ...no layoffs would occur until a decision was made on our grant request". Navarre also says that in that meeting he never suggested laying off 75 officers but instead suggested "we should apply for 75 additional officers and also apply for money to prevent 75 layoffs".
The Navarre memo closes with him standing "by everything I put in my March 23rd memo", and reiterating that the layoffs and additional retirements would "have a major impact on the operation of the police department". He closes with "do not misconstrue" his support for grant applications "to mean that I support laying off police officers".

Memo? Usually Fred will show the things in question in pdf or some other sort. So does this memo really exist or is it just a prop for the show?
I as any other resident of Toledo would like to see such documents.
I hope Fred didn't get the memo from an anonymous source, I know how much WSPD hates them.
I love anonymous sources personally. WSPD which is a set of call letters has no feelings whatsoever. I'll probably pdf the documents tomorrow. Until then anything in my post that's in quotation marks is just as it is written in the memos. You may now continue to avoid the topic.

As someone who has seen and received hundreds of memos from Carty, I can tell you this one looks pretty damned authentic. The font is correct and it has the Carty signature stamp.
If there is any doubt, I would request the hand written memo. Hizzoner doesn't type. Anything and everything he generates is hand written and passed to the secretaries for typing.
I never said anything about Maggie in my post.. If you have a problem with Maggie or Brian's take on the Free Press column deal with them. Don't distract attention away from what this post is about. Your childish attempt is noted but not appreciated as both the Free Press and Thurber have dealt with the issue already even if it wasn't to your satisfaction.

But since this "WSPD exclusive" is likely an attempt by the TPPA to influence their contract negotiations and the excerpts of the memos are boring, I didn't think anyone would object.
I know the two of you are friends, but you can see she was a catalyst for the takeover of the LCRP by Jon Stainsbrook, right? The Stain never would have attempted a power grab if the Noe scandal hadn't occurred because his intimidation tactics won't work without a chaotic power vacuum.
Excuse my bluntness, I just think this would have been a good opportunity for exit the public arena and let Republicans reclaim and rebuild their party. As long as Thurber remains visible, she'll serve as a reminder of the Coingate/Noe Conduit scandals. If you think this is ancient history and that I'm the only one who sees Thurber as a liability, in a recent Blade article Stainsbrook tried to link Teamwork Toledo to Thurber, a connection Kevin Milliken was quick to deny.
My worst fear is that she hangs around long enough to get involved with the post-Stainsbrook LCRP. Her track record suggests that her involvement ends in shame and embarrassment, two things a young LCRP can't endure.

I've been a Lucas County Republican since before I could vote and I have yet to remember a time where the Republicans had power.
In fact, I wouldn't even say they did back in the Donna Owens days.

The Art Tatum Heritage Jazz Festival has now been canceled for no funding from fall out of the Chrysler bankruptcy. Just another sign of hard times in Toledo. With most union workers taking huge pay cuts if they are lucky to have a job when will the TPPA realize that Toledoans cannot afford local government? Isn't it funny that the right wing radio station is hosting TPPA in a PR hostage attempt of extortion by fear. I think WSPD needs to think out their mission statement it's a little blurred on this one!

Boy, isn't this the truth? I know I cannot afford this particular local government collecting money from me to be used for certain city services, only to be spent on other things determined to be of great importance by the elected officials. When the bank account gets close to empty, then they figure out ways to get more money out of us to cover those services we initially paid for.

I'm not sure where handbanana gets his info about the internal workings of WSPD but like many companies they don't play out thier personnel issues on blogsites.
Despite the obvious attempt to cloud the issue the memos clearly show a mayor ordering his Chief of Police to lie about the effect layoffs would have on the city.
You want to equate the safety of citizens with what Maggie did you only highlight your own ignorance.

You know, I just got done reading the wikipedia entry on Kwame Kilpatrick. Can you tell I'm getting a sense of deja vu? LOL!

This was quicly denied by Kevin not because of Ms. Thurber but due to the fact the article was untrue. A newspaper should report the facts...not paranoid delusions.
The memos appear to be legitimate. Good for Navarre! Why does WSPD find scepticism among its listeners surprising when it has a serial plagiarizer as a prominent commentator?
Navarre's obviously seen that
#1, Carty will not hesitate to toss him under the bus at any given time, and for any reason - real, or imagined by carty, and
#2, that it's become obvious that Carty will not be serving another term, and it's entirely possible that he'll be recalled, and
#3 the way he's handling the current issues, that Carty's definately not on the side of TPD, so
These things being the case, Navarre no longer feels the need to cater to the whims of the madman, and start looking out for himself and his men.
