Is the Carty Admin attempting to hide the city budget from the public
Since the city budget must be balanced per state law, anyone who tries to keep it unbalanced is liable. So I can't foresee any of Czarty's managers following any order he'd give to "hide it".
He doesn't want you barking up THAT tree, you might accidentally FIND something (like dirty laundry)...
