Does Toledo need more gardens, bike paths and signage?

Whatever we DO need, it's not for our hugely expensive government to provide it. Gardens, bike paths and even signage can be provided instead by a WITHDRAWAL of government.
What I'm really saying is that what's MOST needed is to get government OFF OUR BACKS. The best way to do that is to DOWNSIZE said government. Fire the workers. Sell the buildings and equipment. Reduce government functions to the constitutional or chartered minimums.
After all, if you don't, then this Great Depression II will ensure that you will end up in poverty while your "public servants" dine heartily on yearly pay increases.
And "signage" to mark where the dearly departed lie at rest.
