The mayor says "crime is down". Is that a mis-truth, half-truth, or outright lie? Here are some of the numbers for Class 1 offenses as of June 2008......
Murder-last year 4, this year 7 up 75%
Manslaughter-last year 1, this year 5 up 400%
Robbery-last year 561, this year 619 up 10%
Burglary-last year 2,565,this year 2,896 up 12.9%
Arson-last year 139, this year 188 up 35%
Now to be fair rape, larceny, and auto theft are down. So you don't have to worry about your car being stolen. Or someone just taking something of yours (larceny). However if you are worried about someone breaking into your house, or taking something with force (robbery, burglary) then you are in the right place.

Here's a question I have - at what point does it become an offense? Does someone have to be charged or is it an offense when I file the police report? I've been the victim of an attempted break-in and of theft of property. In both cases, the police were unable to determine 'whodunit,' and all I got was an increase in my insurance rates.
To me, the question should be "Do you feel safer (living in Toledo) now than you did before Carty?" With his empty promises of increased police, I would have to say - definitely "NO!"
an incident becomes an offense when it is reported and a police report is taken.
It is 'cleared' when someone is charged with the offense.
