Hildo says that I do not get the purpose of a mix of at-large and district representation. He claims that the at-large councilmen are there to "tackle the big picture issues". What does he mean by big picture issues? Does he mean running to the cameras to clown around with a hoky crown? Is he referring to non-stop political hackery? Does this mean having a conflict of interest? Would this big picture be serving time in the big house for bribery? Could this mean getting caught up in a campaign finance scandal? Perhaps running for higher office? Or running a corrupt union? I need not say anymore. Many cities our size have an all-district format. Seems to be working well for them.

If they want to make cuts why not just ditch the at large people and keep the districts the way they are.
and a question.. can they actually boot people who were elected or is this a plan for the next council election?

The COBRA plan is to eliminate the at-large and they would terminate at the end of their term (2009) thus not violating the ORC relating to not allowing elected official's terms to be cut short. The current district members' terms would not be affected as they would continue representing a newly apportioned district. Expanding the number of districts by two will allow better representation and still reduce council by four. Your point was discussed and considered and it does have some merit, especially in terms of an easier transition but the representation issue is very important.
